“Junction Australia is a Community Services and Housing provider based in Adelaide, South Australia. The organisation is rapidly growing and it has outgrown a number of key business systems.
We appointed Roger Jameson from Housing IS to assist us with the needs analysis/business requirements and run the procurement process during 2016 for a replacement and greatly enhanced Community Housing and Finance system.
Roger brought a wealth of both industry and system knowledge to the table and generously shared his insights and vast experience with us at all stages in the process.
The process commenced with discussions regarding the organisations strategy and objective in replacing the systems which resulted in a tailored template containing some 1100+ business requirements covering 9 primary functional areas. Over multiple iterations and discussions with the project team, the template was progressively refined and we settled on some 1196 requirements. Some were major and others were as could be expected but from the outset, Roger was looking to de-risk the selection and future implementation by ensuring as much clarity as possible at this fundamental stage.
Roger then ran the tender process with an extensive array of documentation and briefing material. Vendors were required to provide detailed responses to all requirements informing how their respective solutions satisfied the requirement and to what extent it satisfied the requirement. An extensive array of other material detailing financial viability, implementation methodology, pricing, referees etc was also required.
The responses were evaluated by Roger and he sought clarification of the responses wherever required. All information was entered into evaluation matrices which compared functionality, pricing and risk across the suppliers. At this point there were 2 standout solutions and the vendors were invited to undertake detailed and scored demonstrations across a range of predetermined areas over 2 full days. The results there then weighted and scored on the relevant importance of the features. This resulted in a further evaluation dimension.
The process and the evidence resulted in a compelling case for a preferred provider and this was supplemented by reference checks of various organisation using the systems.
Roger then assisted with the preparation and negotiation of the contract documents which was again invaluable. The contract includes the full table of tender responses from the vendor so that there can be little doubt about the scope, inclusions and functional compliance.
He has also offered to remain involved in the implementation process as a trouble shooter or even as project manager (if required).
This has been an incredibly comprehensive procurement process and this is reflected in the level of confidence the team have in the solution and ultimately the outcome.
